As they were planning the characters, Kusunoki and Nakatani asked others around them for stories about their experiences with romance. She loves Yuu but is afraid of what being loved by someone she is in love with, means to the future of both. Touko was created first as the "dark" half of the pairing, while Yuu was made to fill the "light" role. For anyone that's looking for a good romance comic that defies expectations and is relatively chaste, Bloom Into You is a good choice. After Yuu flees, Touko reflects on her fear of love, but tells herself Yuu is still the same kind person and being in love with Touko does not mean she has ulterior motives or expects her to be a certain way.

Thinking of Touko, she asks if it’s better to not say anything to avoid ruining the friendship, but her sister denies this, says that it is inevitable for relationships to change. She clings to them with the hope that she will one day experience a love story of her own—one that will sweep her off her feet and make her heart flutter. Although she wanted to elicit a "psychological response" in viewers, Ōshima did not want to project an overwhelming "gloomy" mood.

They reunite with the former student council members to attend the cultural festival at their old high school. Hanada and Kato considered ending it after the student council play, but felt that doing so would make the anime "only about Touko," and as such decided against this as they wanted both Yuu and Touko to be the focus. So after several chapters of slogging through a poorly written school play that is a such a clearly forced metaphor for Touko, we actually get to some plot between Touko and Yuu. Although it was planned early that Sayaka would eventually confess and be rejected, her character grew to be more detailed as the series went on, and she was ultimately much more involved in the narrative than Nakatani had initially planned. Yuu has always loved shoujo manga and fantasizes about the day that she too will get a love confession that will send her heart a-flutter. She wanted to avoid giving the impression that Yuu and Touko were destined to be together, instead emphasizing that they had freely chosen a relationship after they both changed and were able to love each other.
